T&T's "Security Alert System" No More Than "Theatre"

Government recently implemented a Colour-coded National Security Alert System to indicate "the level of national security threat". The National Operations Centre (NOC) supposedly advises the National Security Council who decides on the security level. 

Laughably, this entire system is nothing more than window dressing that accomplishes nothing. Note however that its real aim is to make the government look like it is actively engaged in protecting the public so as to substantiate the colossal government spending on a largely dysfunctional security apparatus. ($4.7 billion or $7,400/ taxpayer or 8% of govt expenditure in 2013) 

Moreover, the system also serves to foster fear and anxiety amongst the public and remind us as to why we apparently need a political ruling class to "keep us safe".
